Laird Confident of Cut in Draft Calls for 1971

Defense Secretary Melvin R. Laird said he is confident that stepped up military recruiting in 1971 will allow draft calls to drop below 163,500. He outlined plans to beef up nonnuclear arms and aid to allies as Vietnam costs taper, and said success depends on better pay and benefits for servicemen. He forecast an all–volunteer Army of 2 to 4 million, with budget and deterrent plans to Congress next year.

Laird Confirms Army Civil Disturbance Probes

Secretary Laird said Pentagon civil disturbance surveys from a prior era are being reassigned to the Justice Department. He noted the Defense Department conducts wiretaps in national security cases under Congress prescribed procedures and will curtail military involvement in civilian surveillance. He defended the Army’s broader security checks on about 7 million civilian and military personnel and testified about learning of the program. In Chicago, COL Joseph Walker refused to disclose surveillance duties as a civil liberties suit challenges Army surveillance of civilians, naming several prominent individuals linked to the probe.
