He said diplomacy is the only way to settle international issues and a China clash would be indefinite because neither side will yield.
A Cuban military court convicted James C. Buchanan of concealing facts in the jail escape case of Austin Young. He received 14 years at hard labor with a suspended sentence conditioned on leaving Cuba within 24 hours. He was arrested December 10 after a hotel room call led to Young's rediscovery.
City council authorized two small-craft harbor projects at Appian Way to improve access and maintenance in the Long Beach Marina area. They also approved plans to widen a key bridge and approved bids for a storage building for lifeguard operations.
