California weighs nuclear blackmail response plan
California officials say hoaxes prompted creation of a phased emergency plan for nuclear blackmail threats. The plan designates the FBI as lead, ERDA involvement to judge threat validity, and outlines credibility checks, monitoring, deactivation, evacuation, and cleanup. A Phase II plan will address credible threats.
