Brown says parties now compete for spending in California
Gov. Jerry Brown portrays both Republicans and Democrats as big spenders and says there is no party of fiscal frugality. He vows to continue holding down spending and, if elected to a second term, to attempt four more years without a tax increase while noting economy shifts could affect plans. He deflects questions about a 1980 or 1984 presidential bid. Brown praises open government, minority and women outreach, energy conservation, and solar tax credits as key achievements of his first three years.
