McCarthy Calls for Vietnam Concessions to Spur Peace Talks
senator Eugene McCarthy proposed surrendering some South Vietnamese areas to the Viet Cong to stimulate negotiations. He argued Viet Cong strongholds exist and that allowing concessions could open talks while the United States avoids a vow to control all of Vietnam. He urged shifting from a purely military aim to a peace process, noting Goldberg's resignation signals reluctance to negotiate.

Humphrey backs U.S. visa ban on Viet Cong visitors
Vice President Hubert Humphrey said the State Department acted correctly in denying visas to Viet Cong representatives seeking to propagate in the United States. He distinguished between propaganda attempts and potential UN appearances but warned inviting enemy propagandists would be ludicrous. He argued a political settlement should not cede South Vietnam to communists and opposed a coalition government that would hand South Vietnam to the Communists.
