The Justice Department said it will not pursue criminal charges against Harlem Congressman Adam Clayton Powell, after a 1967 probe by a special committee alleged misuse of public funds. The grand jury expired without indictment, but civil liability was still being reviewed. Powell, re-elected, awaited seating in the 91st Congress.

Powell Defamation Case Forces House Vote to Bar Him

The House banned Powell after a select committee found he defrauded the government of at least 40 000 dollars. The committee recommended seating him but censuring and ordering repayment. The full House rejected that and voted 307 to 116 to bar him. He could seek back pay and regain seniority if the Supreme Court rules in his favor.
