Court rules state can't cut welfare allowances
California Supreme Court on Monday blocked reductions to AFDC benefits for recipients with other income. Justice Mosk said federal law preempts the state reform act, ordering retroactive adjustments from October. Welfare director Carleson said he would seek an appeal as the ruling raises payments for many recipients with outside earnings.

New teachers union forms to offer alternative to CTA
United Teachers Associations of California announces UTAG to rival the California Teachers Association. Interim president George Bakker claims CTA is divided and fails to counter public education attacks. UTAGC would be a confederation of local groups with autonomy. Grievances include a 100 percent dues increase, NEA action to recover back dues, and ousting UTLA for a Los Angeles chapter led by alleged strikebreakers. San Bernardino and Arcadian locals have joined so far.
