Mayors urged to contain slums and lure middle class

Mrs Hills urged 3,000 mayors at a conference to refocus revitalization on transitional areas rather than eliminating slums. She argued containment of blight and targeted housing incentives could attract middle income families back to cities, expanding urban tax bases while preserving historic neighborhoods. A five year property tax abatement was among proposed techniques.

Simon pushes plan for graduated tax with no loopholes

New York Treasury Secretary William Simon urged a reform to wipe personal tax preferences and credits, replacing them with a single progressive tax. He claimed eliminating loopholes could boost personal income tax revenue by about 40 billion dollars and allow across the board rate cuts of roughly 20 percent without revenue loss. He said the wealthy would bear more while workers benefit from lower burdens, with a family of four at 15000 dollars income facing about 1200 dollars in tax under the proposal compared with current levels. Middle income families would pay roughly 10 to 12 percent.
