High dropout rate in clemency plan faces uncertain outcomes
Washington AP reports two thirds of the 4 503 deserters who joined Ford’s clemency program failed to report for jobs or were discharged. Of 5 355 processed, 2 879 took jobs while the Presidential Clemency Board still finishes its role with 21 000 applicants.
