Death penalty bill fails compromise in California

Sacramento reporters say efforts to reach a compromise on SB450 ended unsuccessfully. Senator George Deukmejian warned the death penalty bill would be rejected by the Assembly Criminal Justice Committee, prompting a possible direct floor challenge next week. Assemblyman Julian Dixon, a crucial swing vote, said talks failed and voted against the bill in its present form.

Tax break drains California general fund

A Reagan administration official warned lawmakers that a $700 million tax break has left little room for welfare, school lunches, and other legislation. Roy M. Bell said the $1 billion surplus expected at year end has dwindled to about $25 million in the general fund, with $250 million more from revenue sharing, forcing many bills to rely on federal funds with strings attached. He urged restraint on general fund appropriations until revenue sharing issues are resolved. A fair campaign practices bill cleared the Assembly, creating a commission to probe unfair tactics. A welfare measure costing $277 million in its first full year passed 7-5, with Assemblyman John Burton as sponsor.

Illegal Evidence Bill Rejected In Sacramento

The California Senate rejected Sen. Dennis Carpenter's bill by a 14 to 17 vote. The measure would allow evidence illegally seized to be used in court against the guilty party if the target’s rights were not violated. Carpenter argued current law blocks such evidence when police break into an innocent person's home.
