Governor Brown praised the plan but warned of possible cuts to school finance and other measures. The package would end the business inventory tax, shifting most new taxes to business interests. net five-year relief would total about 4.6 billion dollars.
Budget Director Bert Lance faces mounting troubles as federal investigators probe his financial affairs. President Carter remains publicly supportive for now, inviting Lance to the White House for a tennis match while insiders doubt his ability to survive the crisis. A Senate aide notes the door may be open for resignation.
