Chicanos protest English literacy test for citizenship
Two Mexican American groups plan to file an OAS complaint over the English literacy requirement for naturalized U S citizenship. Attorneys for the American GI Forum and the League of United Latin American Citizens say the rule deprives about 750000 Spanish speaking people of full citizenship rights and asks the Inter American Commission on Human Rights to act.
