Secretary of State Henry Kissinger said the United States urged the Soviet Union to allow dissident author Alexander Solzhenitsyn to leave but there was absolutely no agreement on his treatment in the West. He noted informal talks with Soviet officials before Solzhenitsyn’s departure in February of the prior year and declined to name those officials. President Ford earlier resisted meeting Solzhenitsyn, later offering a meeting only if schedules permitted, amid speculation that detente influenced the decision.
