Kerr proposes GI Bill for poor students at federal level

Educator Clark Kerr urged a Democratic platform plan to double federal education aid to eight billion dollars annually. He backed a GI Bill for low income students, plus adding one million college slots by 1975, more medical training and doctoral programs. Kerr spoke at a congressional hearing as Rep. Philip Burton pressed for details. In Encino, a water heater closet fire caused twenty thousand dollars damage, seven city units responded, no injuries.

Education funding proposals face tax credits and state control

Commission members Kerr and colleagues testified to a West coast Democratic panel. A plan to grant 1800 dollars yearly for education would mix grants with work study and push federal support from 20 25 percent toward one third by 1975. They attacked tax credits for parents and state distribution of funds as risks to low income families and university autonomy.
