District official accuses ARB of excluding SCAG in Sohio talks
Riverside County supervisor Al McCandless told a House subcommittee that the South Coast Air Quality Management District was squeezed out of two party negotiations with Sohio over a Long Beach oil terminal. He warned the ARB approval governs any regional decision and urged visible trade offs to curb emissions from the Alaskan oil project. The hearings also examined Alaskan crude distribution and potential natural gas pipeline use through the mid-1980s.
