President Denies Phantom Union Knowledge in Hearing
Wallington attorney Sem Gellan testified before the Senate Rackets Investigation Committee that he never heard of a phantom Teamsters local listing him as president. Investigators said seven paper locals cast 42 votes in the 1956 West 1956 election in Joint Council 16, with ballots tied to Hoffa’s bid for power. The panel suggested Hoffa used fake locals to boost influence in New York, while questions about John O’Rourke and James R. Boffa linked to succession plans for Beck. Kennedy’s counsel noted possible manipulations connected to the former AFL Auto Workers union.
