Two men joined seven others under a Grand Jury indictment for conspiracy to commit grand theft and grand theft linked to advising Orange Countians on tax free trusts. Charles R. Billings, 40, Los Alamitos, surrendered in Santa Ana and faces multiple counts. J Alton Lauren, Monee Illinois, waives extradition. Additional arrests include Gustave Galas, Lyman Garber, Fred Dell, Robert Hayes Sr, and Richard J. Stephenson. A public hearing on the Lakewood Center traffic survey is set for Monday.

Save Man in Sewer. Kin Dies Rescue Attempt
A Wilmington construction worker, Lorenzo Chacon, 35, was rescued from a 13-foot-deep sewer at 220th Street and Grace Avenue in Carson after collapsing while attempting to save his dying brother-in-law Raul Solis, 38, who died on arrival at Harbor General Hospital. Solis had cried for help from the sewer bottom before being overcome by fumes.

Atkinson Wins Cabrillo Pier Contract For San Pedro
The Los Angeles Recreation and Parks Department awarded Guy F. Atkinson Co. a 758133 dollar contract to construct a 1200 foot reinforced concrete fishing pier at Cabrillo Beach San Pedro. An added 244902 dollars from the Venice oil fund funds the project. Construction will start about September 1 and take about 360 calendar days with a 21 foot wide pier and night fishing facilities.

Intrastate Fund Loan Costs Cut by Legislature
The Assembly approved a bill to curb interest the General Fund pays when borrowing from other state funds. State Treasurer Cullen said the measure could save California taxpayers at least four million dollars annually. The bill allows interest-free borrowing up to a ceiling from other funds, with a 28 to 0 vote. A separate note reports a car window theft in Long Beach, with stereo tapes valued at 145 dollars.
