Protesters Occupy Governor Reagan Office in Capitol

About 200 to 300 demonstrators including Black Panther and Black Students Union members disrupted Reagan's news conference and occupied the Sacramento Capitol corridors and outer office. A Watts group with pre schoolers briefly joined the protest, which ended with a rally on the west steps and renewed occupation before police containment. Reagan, silent to insults, promised continued talks as the state weighs a veto recommendation on federal antipoverty funding. A San Rafael convict who fled a work furlough was later captured in Dallas and faces parole prospects.

The Senate Judiciary Committee approved two measures to punish campus troublemakers. One makes disruption a misdemeanor for both students and nonstudents. The other bars expelled or suspended students from returning to campus, a proposal similar to Gov. Reagan's. Senator Beilenson criticized the second bill, which drew opposition from the California Labor Federation.
