Reagan tax plan draws fire from opponents

Unruh and Moscone challenge Governor Reagan's tax reform claiming a net tax increase of about 204 million dollars. The plan would raise state income tax up to 50 percent in some brackets and apply a 5 percent sales tax to magazines and repair services, offset by a 1 percent tax on adjusted gross income. Critics say the proposal undermines local governance by capping property tax rates and hurts renters and the middle class.
