The parcels post will start January 1 in all post offices, backed by a $ hu for equipment. The plan uses a zone system gauging rate by weight and distance to aid rural and city offices, with carriers adjusting to heavier loads and new bins and fixtures. Merchants fear loss of cash business to mail orders, while farmers may gain access to cheaper, faster delivery, transforming country towns into trading hubs.
