New York reports indicate American Sugar Refining company raised rates for all grades of sugar except the finest granulated varieties. Other refiners quickly matched the price increases, with the move seen as the result of an agreed price policy.
Near Ran Oklahoma twenty miles from Ardmore a colored preacher Rufus Risebs assaulted and killed an eight-year-old girl living in his family. He beat the child to death with a club and attempted to cremation the remains in a fireplace. Neighbors intervened and a lynching narrowly was avoided. A committee of colored citizens handed him to federal authorities where he remains in jail.
Special to The Post Washington May 21 Senator Morgan of Alabama says the Nicaragua canal bill vote was only a skirmish. He expects enough support to pass later this session if allies vote for finality. He criticizes opponents pushing Hay-Pauncefote and canal-ability bills and warns of disclosures on concessions and transport costs.
London dispatches describe the near approach of British forces to Mafeking and a relief effort led by Colonel Mahon. The migration from Pretoria proceeds with women and children sent toward Lydenburg, while columns move to guard the bush and counter Boer attacks. Twenty one war correspondents have died or been killed in the conflict.
Chambers McKibben head of the Texas department and Mrs McKibben visit Washington to confer with Representative Blayden on Texas military affairs. They plan to return to San Antonio and seek agency approval to establish acclimatization camps near the city for Native troops. General McKshenry reports health improvements as movement north continues.

London reports from May 21 describe a battle at Blomfontein where Blom’s storming party reached the fortifications, surrounding the retreating enemy. The U S Supreme Court upheld Beckham as Kentucky governor, invoking writ of error from the state appeals court with Chief Justice Fuller delivering the opinion. Justice Harlan and others dissented from portions, arguing state processes and due process limits on federal review of state officer tenure.
Governor Taylor criticizes theKentucky court and legislature in a long statement to a Journal reporter, arguing the Supreme Court cannot take jurisdiction and condemning the shift of power to Beckham. He urges Colter to surrender office and states William Taylor as the Republican gubernatorial candidate.
