The report notes June conditions from Washington to Arkansas with partly cloudy skies in the east and showers in the north. Southerly winds prevail in Louisiana Texas New Mexico and Oklahoma with thunderstorms expected in western areas.
June report from Masirid notes General Corréa informing Premier Sagasta that Vizcaya governor general has full liberty of action. Aguinaldo incites insurrection as two Manila gunboats fail to reach Manila from Luzon. Government refuses to publish orders. a minister says sending 6000 troops may fail if natives oppose Spain.
Senator Perkins telegraphed from Washington urging protest against the removal of armored war vessels from the Pacific coast including the Monterey and Monadnock. President Craig replied that California already protested on April 12 and notes Dewey’s push for a new outlet and employment for shipping merchants, promising San Francisco action in support of the administration.
A Cape Haytion report says Americans and Insurgents have joined near Santiago and a land assault on the city is momentarily expected. Spaniards claim 24,000 seasoned troops in Santiago. Colonel Thenuz, an Austrian artillery specialist in Spanish service, was killed during Monday’s bombardment of Santiago harbor forts.
Jose Castellanos was released from custody by order of the war department at Fort McPherson Atlanta. He is warned to avoid Key West Tampa New Orleans and Mobile or face rearrest. Frank Miller, the Englishman, remains held at the fort amid suspicion of his case.
A World dispatch from Hong Kong reports Manila has fallen and is in the hands of the Philippines. The message notes prisoners of war and hints at American actions.

Special cable reports the torpedo boat Terror attacked near Santiago harbor as Oregon and a U S squadron cornered and sank the vessel at close range off Morro Canile. The chase involved New Orleans Marblehead Brooklyn and New York with searchlights sweeping dark waters. The Terror was last heard from Porto Rico on May 2.
