A proposal to thoroughly augment the British West Indian military forces under special conscription. Jamaica’s force would rise from one regiment of 890 men to potentially twenty four regiments, reflecting the current exceptional dangers and needs.
Washington notes that without a formal complaint the state department will not state a position on British seizure of American flour off the South African coast. The policy remains that neutral merchandise of this kind sent between neutrals is exempt from seizure under the established rule followed by most governments.
The report notes that most of the men present looked Holland Dutch and were non-committal about their plans.

Roberts’ message to Americans praised, while denouncing Irish disloyalty claims. Cairo reports Kitchener train disrupted near Luxor but reached Alexandria, with Cromer and officials greeting him.
