District miners officials urge Governor to withdraw troops after a confrontation in Shenandoah. Telegrams from Ninth District officers argue troop presence is unlawful, while negotiations and leadership conferences seek calm as deputies and strikers clash.
A federal court in Charleston issued a temporary restraining order against John Mitchell and the United Mine Workers of America and allied figures amid a coal production dispute.
