Bumpers Not Obituaries in State at Signings
In Arkansas 13 proclamations signed by Gov Dale Bumpers dated while he was out of state were filed in the secretary of state’s office. Lt. Gov Bob Riley said he was ignored when Bumpers attended the National Governors Conference in Puerto Rico. Eleven proclamations were ceremonial, two were executive: pardoning Carl Coles and commuting Rudy Thomas Hickman’s life sentence. Bumpers questioned legality and planned to reissue the documents.
