Gun control debate shifts with Senate vote on licensing
The Senate approved a gun control bill 90 to 1 amid sharp crossfires over licensing and sales rules. It bans mail order purchases of rifles and shotguns and ammunition, and imposes life imprisonment for federal violent crimes while armed. The House version tightens only some sales and includes affidavits and a seven day delay. Both chambers back federal dealer licensing.

Objection of Rockefeller Is Refused
Secretary of State Kelly Bryant refused to recognize Gov. Winthrop Rockefeller's objection and ordered 75 county election commissions to file their oaths. The move could let Republicans pursue court action. Rockefeller had refused to recognize 16 nominees voted by Democrats, citing nonrepresentation of Republicans. The Arkansas Supreme Court held third members must represent and not necessarily be from the majority party. Senator Oscar Alagood proposed selecting third members regardless of party, with a study to the 1969 legislature. Bryant said he must act by Sept. 23 to send the Nov. 5 ballot to county commissions.
