Congress returns from Labor Day with two hot items on the agenda. Senate leaders move quickly on a civil rights bill with housing discrimination provisions, likely facing a filibuster that could delay adjournment before November eighth. The House plans to take up a bill to cap certain bank deposit interest, a focal point in the money supply debate, as a choice between Patman’s 4.5 percent ceiling and competing versions.
