Concern Over Election Procedures in Arkansas Survey
A survey of county election officials by the Arkansas Election Research Council shows many strive to follow state laws while flagging widespread issues. Of 374 questionnaires mailed to county clerks sheriffs and election commissioners 94 were returned representing 28 percent and 49 of the state's 75 counties. Findings include early counting of votes before polls close and a lack of proper voting booths in many counties. Voter lists and certification procedures were cited as confusing and often inaccessible without court orders. Sixteen counties did not respond.

Health care debate shifts as Social Security plan gains interest
Health care folded into Social Security continues to stall in Congress. The 62 to 48 vote defeated the measure, tracing back to Kennedy's 1960 rejection. Democrats gained six Senate seats since 1962, while Republicans rose by three, and Republican support remains a key variable. House opposition looms with Rep. Mills leading talks, as Gore pushes amendments funding King Anderson and expanding cash benefits. The revised plan adds hospitalization, nursing home care, outpatient services and home health visits with staged durations.
