Bar Associations Code Sparks Police and Press Clash
A split debate unfolds over a proposed American Bar Association reporting code aimed at protecting fair trials. Police chiefs defend wide publicity to aid law enforcement, while editors warn the move could hide arrests and trials. The controversy contrasts with a Supreme Court ruling over contempt in Phoenix coverage.

Induction Rates Outpace Training in Reserve Forces
AP reporting from Washington shows a major shift in Pentagon policy as the National Guard and Army Reserve keep inducting new enlistees faster than they can train. In fiscal 1966 the Reserve had 133,000 untrained men. July saw 7,474 inductions and August 8,626 to fill vacancies. The Army plans to train about 5,000 Reserve enlistees by next June, roughly 7,000 monthly, while more than 16,000 guardsmen have signed for training yet not in the June totals. This creates a backlog of over 130,000 untrained enlistees by June 30, and lawmakers criticize the program as a draft pool for Vietnam. A request for power to call untrained reservists to active duty without a national emergency is under consideration, though the President has not asked for it.
