Spend and Tax Plan Faces White House Scrutiny
President Johnson returns to Washington after a Texas ranch weekend that included a Rio Grande flood tour and a major Vietnam policy speech. He plans a noon meeting with Budget Director Schultze and Secretary Fowler to weigh tax surcharges and spending cuts, while pressuring Congress with a 10 percent income tax plan. Griswold, Harvard Law Dean since 1946, nominated solicitor general to replace Marshall. The Johnsons attended church in Fredericksburg, Texas, and Mrs. Johnson stayed behind. The note ends with a quip about the moon’s weight.
