The Senate approved a bill adding 3 percent to federal payroll costs and funding it partly by higher postal rates. Stamps rise from 5 to 6 cents for letters and 2 to 10 cents for airmail, with second class mail like newspapers and magazines shouldering the burden. Individual citizens will pay through subscriptions as prices rise across the economy amid inflation.

Hattie Berry of Houston Texas charged with murder in the stabbing of 18 year old Flucke Lynette Baker of Pine Bluff outside an Albuquerque club. Berry, a former trainee at the Women's Job Corps Center here, pleaded innocent Wednesday by insanity reaction.

About 600 government paratroopers fought the 2nd North Vietnamese Regiment with light South Vietnamese casualties.
An auto skidded off Arkansas 135 near here striking a utility pole and cutting electricity to about a dozen Northeast Arkansas communities including Munnette Manila Leachville Caraway Lake City Bay Lunsford and nearby areas for up to two hours. The driver was Jimmy Mitchell 18 of near Black Oak and the crash occurred about 5 p.m.
Senator Eugene J. McCarthy announced plans to enter four Democratic presidential primaries in Wisconsin Oregon California and Nebraska to challenge President Johnson over Vietnam policy. He said a decision on Massachusetts and New Hampshire would come within two weeks and cited a growing moral crisis in America as his motive.
A federal court jury in Little Rock found the Cotton Belt Route not responsible for a railroad crossing accident that killed Edward Senning and Robert Williams. The crash occurred December 18, 1965, near Humphrey Arkansas County, as a pickup crossed the tracks with engineer James Tisdale stating the whistle and headlight were on and emergency braking was applied.

In Hot Springs Arkansas a six room frame house on Arkansas 5 burned after a blaze four miles from the city. Walter Sawehuck saved the nearby cafe. Firefighters could not reach the site from outside the city. With the water pump out Sawehuck and helpers cooled the cafe roof using cases of soda and beer to prevent spread.
Texarkana Arkansas AP reports Venson Burdette aged 54 of Stamps died in a hospital after injuries from a Tuesday crash when the steering gear on his pickup failed and drove into a vacant building corner at Stamps.
AP reports four Oklahoma suspects face trial in the Sept. 27 Bank of Lockesburg robbery in Locksburg Arkansas. Doyce McCary 43 Wright City and Ronald Steele 21 with his wife 19 and brother 19 of Broken Bow were arrested. Trial rescheduled to February 5 from an earlier date.
Twenty high school seniors from across the state will compete in the 20th annual Achievement June for Miss district contest at Henderson State College on December 2. The event will select delegates for the Arkansas Junior Miss Pageant in Little Rock December 27 to 29, with local entrants from Arkadelphia Stephens Nashville Amity and Hope.
Hempstead County Revenue Office will sell new auto license plates starting December 1 through January. The five year plates are white with red numerals, registered to the buyer and transferable between cars with a small $2 fee if weight class remains the same. Fees scale by vehicle weight: $12 for 1 to 3000 pounds, $19 for 3001 to 4500 pounds, $26 for over 4500 pounds. A new Alpha Numeric prefix system will limit three letters plus up to three numbers.
