Social Security Act to register 26 million workers
The United States begins registering 26 million business and industrial workers under the Social Security Act. Employers will file total employment figures this week and later provide individual data. The program, a joint employer employee insurance plan, is funded from personal income and ties benefits to earnings. States will likely adopt similar laws to classify industries and rate establishments to minimize unemployment taxes. New York has enacted the law, with others to follow.
