The Soviet space program shows a strong rebound in unmanned lunar missions and space medicine. Luna 16 returns moon soil, Zond 8 circles the moon, a Venus probe launches, and cosmonauts test endurance in an 18 day orbital run.
An Iranian airliner carrying 22 people landed in Baghdad after being hijacked. The Iraqi news agency said nine aboard were captors, believed to be Iranian, and pilot Sidney Jordan steered the DC3 to the Iraqi capital after refueling steps in Doha and Dubai. Iran and Iraq have strained ties but previously returned hijacked crews and passengers.
Americans cannot be certain of adequate health care because doctors and government officials tolerate poor practice. A Ralph Nader study group cites medical abuses, outdated methods, foreign graduates in the system, unnecessary operations and drugs, plus shoddy care. It blames lack of peer review and standards in medicine.
Four DeWitt youths aged 14 to 16 are in Arkansas County jail after a 30 year old Wynne man Jimmy Wayne Wampler was found beaten robbed and shot on a county road near here police said. An arrest followed at 1 am Sunday after one boy led officials to the body.
New York city Dr. Carl H. Madden chief economist of the Chamber of Commerce of the United States warns attaining full employment by 1972 is unlikely without a resurgence of inflation. He says political leaders must dispel the myth that full employment is achievable without inflation in a two year period. His remarks were prepared for delivery before the National Electrical Manufacturers Association.
The Tripoli Charter outlines a three nation confederation led by Egypt Sudan and Libya to unite politically and economically. A supreme planning committee and security council will govern with unanimous board decisions raising sovereignty concerns. El Numairi in Cairo cites US and Israeli interference as Sudanese troops report insurgent activity in Southern Sudan.
The Supreme Court heard renewed pleas for major changes in capital punishment. Dennis McGautha and James Crampton urged ending absolute jury discretion and adopting two stage trials to spare juries from implying guilt. If accepted, many death sentences could be overturned and states wouldma ke new guidelines. The justices hear arguments amid a growing death row population and divided states.
Virginia Knauer special assistant to the president for consumer affairs disseminates consumer education guidelines to primary and secondary schools. She cites a need to educate young consumers to cope with a marketing world dominated by complex products.
The National Transportation Safety Board says mechanical failure did not cause the plane crash that killed 31 people including 14 Wichita State University football players. Further analysis is needed and a probable cause will be determined in two to three weeks after a Wichita hearing ruled out mechanical failure.
South Vietnamese troops assume offensive duties from U S forces along the Saigon River corridor in a 100 square mile area north of Saigon. Four American bases along the river are turned over, Cu Chi base camp is handed to South Vietnamese control, and U S 25th Infantry Division headquarters move to Hawaii by Christmas. The shift aligns with Nixon withdrawal targets while U S forces in country drop to 368,000. A separate Cambodian task force advances behind tanks toward a Communist base 20 miles south of Phnom Penh. one South Vietnamese tank is destroyed by a mine with no major contact.
Four inmates escaped Cummins Prison Farm on Sunday night. Identified as Myrtle Skaggs 20 Louise Loyd 36 Eddie Lee Coughlin 30 and Willie Earl Weams 19, each escapee reported to have left separately. Skaggs serving five years for burglary and grand larceny from Johnson County Loyd 15 years for bank robbery from Pope County Coughlin 18 years for burglary and grand larceny from Craighead County and Weams 21 years for assault with intent to kill from Jefferson County.
Persistent red ink in the federal budget looms as Nixon faces a looming deficit estimated up to 15 to 16 billion dollars with a new Congress, forcing hard choices on spending cuts and tax increases. The administration aims to bolster a weak economy marked by seven year high unemployment while curbing inflation. Democrats contend the economy swayed voters more than law and order issues in Tuesday’s election.

Six traffic and license arrests, two liquor violations, six drunkenness charges, two DWI, one resisting arrest, one accident. Yearly totals: 271 accidents, 52 injured, one death.
The Supreme Court, in a 6 to 3 decision, refused to hear Massachusetts suit questioning the legality of U S military action in Vietnam without a war declaration. Justice Douglas dissented, joined later by Justice Stewart and Justice Harlan, leaving Massachusetts one vote short.
Four persons died on Arkansas highways over the weekend. Two men died in a head on crash on Arkansas 21 south of Berryville when a truck driven by Richard Black ston collided with a car driven by Danny Webb in rain. Bobby Joe Turner died when his stalled Little Rock car was hit by another vehicle. Harry Quimby perished in Crossett as a car driven by Donald Curtis ran off the road and struck a tree.
A report by the Arkansas Chapter AAUP says colleges face repression from provincialism and anti intellectual tone. It blames administrators who treat faculty as hired hands and notes a governing orthodoxy in a homogeneous population encouraging conformity and a provincial attitude.
