In Washington, John M. Bailey called the leaflets a desperate last minute effort by Goldwater supporters to win Black votes. In Trenton, Attorney General Arthur J. Sills said he is probing a printer’s claim that 1.4 million GOP leaflets were ordered. Lee Edwards of the GOP denied any knowledge or order of the leaflets.
