Congress May Order U S Forces From Indochina
House Foreign Affairs Committee Chairman Thomas E Morgan says Congress may order U S forces out of Indochina by Oct 1 in exchange for POW releases. He remains skeptical saying the move may not help and would oppose adding provisions like a cease fire. If approved by both houses and signed by Nixon the measure would set a withdrawal deadline. Morgan notes his shift against the war began after the Cambodian incursion.
