The Arkansas attorney general ruled that shirt manufacturers and shoe factories do not qualify for textile mill tax exemptions under Amendment 12. The opinion, by Assistant Attorney General Tom Tanner, was sent to Ashley County Tax Assessor James Sullivan, who said local shirt and shoe plants claimed exemptions. Tanner noted a textile mill converts raw materials into cloth, unlike shoe plants using cotton cloth in toe areas.
