Clamp Down On Export Controls To Soviet Russia
Washington learned authorities Tuesday that the United States halted all exports of machinery that could be used in defense to Russia. The policy follows Soviet licensing efforts and payments months earlier, with experts debating how to ensure delivery to Britain and the Pacific. Senator Pepper urged tough action, proposing a national emergency power and open naval cooperation with Britain to confront Japan and protect Britain’s war effort. He also suggested long range bombers and volunteer pilots for China, and urged decisive measures against Japan to reassure allies.
