Peace feeler to Hanoi rejected as talks urged

President Johnson sent a February peace proposal to Ho Chi Minh seeking direct talks. Hanoi rejected the offer, the North Vietnamese Foreign Ministry announced. In Guam, Nguyen Van Thieu and Nguyen Cao Ky said South Vietnam invited Hanoi to a peace meeting, but Hanoi had not replied. Thieu said the Guam meeting affirmed a drive for a just and permanent peace with proper guarantees. Ky noted details could not be disclosed.
