A banker rode to the nearest telephone to confirm that restrictions were lifted and normal operations could resume. He argued his bank had honored every check while believing the governor and president’s proclamations were optional. He faced a 10-year penalty for violating the decree, joking he wouldn’t live that long. The bank’s community remains unnamed.
