The case, before President Hoover’s emergency board, seeks a settlement under the railway labor act. The railroad argues stress of times and reduced revenue justify the cut, while workers cite exhibits from Interstate Commerce Commission data showing favorable finances. The board considers deferring questions as exhibits are weighed and debates whether the L A line is bound by Chicago wage accords.
