Curb Power of McNamara Sparks Defense Debate
Washington AP Rep. F Edward Hebert of Louisiana urged Congress to limit some powers of Defense Secretary Robert McNamara as the House Armed Services Committee eyed a 15.8 billion military purchasing bill. The panel backed 263.7 million for RS70 development, while McNamara favors fewer planes and slower progress. Hebert charged McNamara seeks to downgrade bombers and cut programs without solid substitutes. McNamara testified he aims to set a basic Pentagon policy structure to empower subordinates later.
