No New Taxes but to Pay More by Tax Revisions
Arkansas lawmakers, led by Governor McMath, enacted tax revisions that raise revenue without new general taxes. Truck license fees rise, income tax revisions and sales tax on liquor increase revenue, while a new use tax applies mainly to mail order sales. Other measures cut cigarette tax, refund farming gasoline tax, and direct proceeds from handle-leftovers at Oaklawn Park to the state and track.

Senate civil rights fight stymied as Southern rebels win vote
Washington March 12 Southern Senators with Republican help saved the right to Milbuster yesterday and administration read hers said the Truman civil rights program may be as good as de! ’Tented. R The showdown votes, both dé to 41 in favor of the Dixie lawmakers, defeated administration efforts to lag debate with a rules change and left senate leaders with a tough decision. Should they continue the fight and try to outlast the Southerners in the current filibuster now in its twelfth day, or concede defeat and move on to rent control and labor law changes piling up. Truman’s civil rights program seemed doomed as Democratic Leader Lucas signaled possible quit to push top-priority measures, while Southerners and GOP accused each other of scuttling the fight. The filibuster stretched into a long session with a noon Saturday special session planned.
