Favor Transfer of Bond Tax to A.M. Colleges
In a 23 to 4 Senate vote, the Shepherd bill channels a state property tax to eight Arkansas A M colleges to retire 1930s bonds. Allocations include Henderson State 0.2 mill, Monticello A M 0.25, Arkansas State at Jonesboro 0.2, and other colleges with small mill divisions. Debate centered on diverting taxes from bond repayment. House later revised unemployment compensation, sending it back to the Senate for concurrence, while companion measures move through to fund highway construction and bond restructuring actions in several counties.

Unemployment tax bill preserved in Arkansas House action

Governor Adkins pressured to remove the eight or fewer exempt provision, but the measure kept 2.7 percent tax with a pledge to reduce it for good records by 1942, or risk calls to abandon unemployment legislation.
