Paratroop Lift and Naval Actions Mark Vietnam Front
Ground operations began Saturday with two battalions of paratroops delivered by 137 helicopters, marking the largest air lift of the war. Government forces reported no major clashes, but the area was mined and saw sniper fire as Vietnamese junk fleets and Navy units patrolled offshore. A light South Vietnamese plane reported fire atop a camouflaged vessel in the Mekong Delta, while allied fighters struck the target. Earlier, another ship carrying arms was sunk off central Vietnam. The White Paper notes an expanding North Vietnamese maritime infiltration network and increasing weapons shipments southward.

Arkansas Legislature Debates Bonds and Cigarette Tax Vote
Lawmakers weigh bond approval alongside a proposed two cent cigarette tax hike to raise about 3.8 million annually. Budget gaps stem from a governor backed $1,000 teacher raise, shifting funds from universities, colleges, and public services to meet requests, with House opposition complicating revenue plans. If the cigarette tax fails again, budget talks resume to spread deficits.
