LITTLE ROCK AP The Democratic State Committee chairman proposed seven rules to end secrecy in county committee operations. The plan included biannual audits, lower filing fees, age eligibility changes, and a popularly elected leadership. The Executive Committee took no action. Also in Little Rock State Police captured James A. Fleming and Eugene Franklin after they escaped Cummins Prison Farm. Fleming serving 11 years for burglary and escape. Franklin 21 years for burglary and grand larceny.
Dover Arkansas will hold a centennial celebration from July 3 to July 8 in Pope County. The event opens at 3 50 p m Friday with a salute to Governor Winthrop Rockefeller and invites all statewide office candidates to speak for five minutes each after his address.
The Arkansas Supreme Court unanimously ruled that Conway County Chancery Court erred in barring a taxpayers suit over funds handled by Sheriff Marlin Hawkins since 1954. The decision rejects limitations arguments and upholds accountability for 1963 to 1966 funds totaling over seven thousand dollars, with original liability of about ten thousand dollars adjusted.

Hope National Guard unit to join about 500 guardsmen for annual training July 1 25 at Ft Chaffee near Fort Smith. Jan Burns, daughter of Mrs Merle Burns, enrolled in Lausanne school summer session in Memphis Tennessee.
Oklahoma trooper Howard Crumley, 35, was killed by gunfire on Route 70 near Ardmore after a kidnapping spree that left two suspects in custody and another man dead from self inflicted wounds. Charles Walters and China Hunley were abducted. Walters released, Hunley later wounded. Authorities prepared charges against one suspect as others remained in custody.
The Associated Press notes sunny skies and warm temperatures in Arkansas through Tuesday under a high pressure system over West Virginia and Maryland. Warm southerly winds from the gulf push temps higher with overnight lows mid 60s to low 70s and highs Sunday from 4 at Harrison to 9 at Texarkana. showers not expected until Wednesday.
