President Johnson traveled to Philadelphia to sign legislation extending the life of the National Teacher Corps. He planned to tour facilities run by Opportunities Industrialization Center to observe a locally developed program training jobless adults, mainly African Americans, in new skills.
A night of violence in Buffalo left at least 11 injured by shotgun fire as more than 1,000 Black youths rampaged through the lower East Side. Windows shattered and stores looted. The unrest spilled to Niagara Falls where police sent 50 helmeted officers. Dozens of tear gas volleys were fired along four blocks of Sycamore Street as youths aged preteen to early 20s clashed with police.
Governor Winthrop Rockefeller and state department leaders met residents of the area at Red River Vocational Technical School. A luncheon with cattlemen poultrymen timbermen and farmers followed before an afternoon tour of the Experiment Station and Tech School. In Monticello Arkansas 83 near here Robert Wesley Hammil 57 died in a single vehicle crash Wednesday. Roly Marsahawa of Pickens hospitalized Marvin Boyd of Monticello not seriously injured.
Orville Richolson of Newport for the Ozarks Express Route Association said the group appealed to the Missouri Highway Commission to back a Kansas City to Memphis turnpike corridor via Springfield Mountain Home Batesville Newport Harrisburg Earle and West Memphis. He said the commission reaction was favorable and noted about 75 miles would link Springfield to Mountain Home if Governor Hearnes endorses the Kansas City to Springfield plan.

At the United Nations emergency session, fifteen nonaligned nations submitted a resolution urging Israel to withdraw troops from territory seized in the six day war and oppose full integration of the Old City of Jerusalem. Israel proclaimed an enlarged Jerusalem including the Old City and adjacent areas seized from Jordan. Jordan and others prepared a counter resolution declaring those steps invalid and urging no further changes to the Old City status.
Lawrence Blackwell of Pine Bluff, Gov. Rockefeller’s Highway Commission appointee, said the commission’s prepared statement represents the group. He rejected Armil Taylor’s claim that the rift with Rockefeller is purely political and said there were no strings attached to his appointment.

Little Rock 12 year old Chevyl Seward daughter of Mrs James Seward drowned Wednesday while wading in a lake at Twin Lakes subdivision. She stepped into a hole and was pulled out by a local resident but did not respond to resuscitation efforts.
U S officials say Israel moved to annex the Old City of Jerusalem, souring the Johnson Hussein meeting. The timing reportedly aimed to coincide with the talks, casting a pall over the discussions while White House and State Department warned against quick annexation and refused to recognize the move.
Little Rock House Speaker Sterling Cockrill Jr urges voters to ratify a revised 1874 Arkansas Constitution. Beverly Hills resident faces about $10 annual rise on a $10 000 home under a proposed five mill street improvement tax. Officials say tax equals $1 per $1 000 market value, with a 54 mil base becoming 59 mil. Example: a $10 000 home rises from $108 to about $110 yearly, a $10 increase. Also notes local health, poultry, beef and Angus farm news and academic honors for Oklahoma students.
AP report from George Esper says a 600-strong Viet Cong guerrilla force faded into jungle after a two day running fight northeast of Saigon, badly bloodied 4 South Vietnamese ranger battalion and evading a 2,500-strong allied search. Casualties: U.S. 274 dead, 1,258 wounded. enemy 1,905 dead. South Vietnamese 163 missing, 9 dead, 119 wounded.

Opponents to the bill establishing an Arkansas Dairy Pay Roy have about 16,000 signatures more than required to refer the act to a vote. Kelly Bryant and other election officials note petitions reach the 1968 general election ballot. the committee would allow Arkansas to place the proposal on the ballot.
