A state memo outlines Arkansas pension eligibility and residency rules while W. E. Phipps warns a sales tax repeal would cripple rural schools. State auditors note that public agencies are not exempt from the new sales tax and federal aid remains tied to continued state funding. The plan ties pension aid to need, with a maximum of thirty dollars monthly, funded by a mix of state and federal sources.
