Bumpers says reapportionment hurts political popularity
Gov. Dale Bumpers told about 300 at an Industrial Day banquet in Forrest City that redrawing the state's legislative districts makes it impossible for a man to maintain political popularity. He chairs the Board of Apportionment, which has tentatively backed a single-member plan, though he noted a possible reconsideration after a Supreme Court ruling raised questions about multi member districts.

Court orders South Africa to quit South West Africa
The International Court of Justice ruled that South Africa's control of South West Africa is illegal and urged surrender to the United Nations. The advisory opinion, requested by the U.N., had 13 justices in agreement with one dissenter but lacks binding force. The ruling signals international pressure though foreseeably no immediate change, as Vorster prepares a broadcast response. Namibia remains the U.N. renamed territory under global boycott calls.

Action curbs theft of food stamps nationwide
James E. Springfield, director of the food stamp program, says tighter local handling rules cut thefts, which have totaled over 1 million dollars in six years. Burglaries often find stamps removed and stored in vaults, prompting stricter measures after investigations found lax storage. Since 1965, more than 1.3 million in stamps have been stolen nationally with 474 thousand dollars billed to states last year. The department began publishing names of storekeepers violating stamp rules as a deterrent, disclosing about 170 stores per year are disqualified.
