Refunding Case to Be Appealed Again From Arkansas
LITTLE ROCK Charles T. Colomitt of Little Rock, attorney for inter vernors in W G Scougale s suit challenging Governor Bailey s 150000000 highway refinancing program, said he will press the case to the United States Supreme Court while state leaders push ahead with refinancing. The Arkansas Supreme Court upheld the program s validity of three 1937 acts. Scougale filed suit in Pulaski Chancery Court, with two interventions, seeking to invalidate the refinancing plan which proposes 150 million in low interest bonds to replace higher cost debt. Sam Robinson, Scougale s attorney, did not decide on an appeal to the Supreme Court and will file a petition for a rehearing before July 1.
