Major Changes in Bill Expected to Cause Big Uproar
Washington reports that the 1940 relief appropriation measure with the Roosevelt WPA request moves from the appropriations committee. It signals a major fight over relief administration and includes cuts to the National Youth Administration and funding shifts to jobs, with broader cuts to arts and cultural programs. The same week, the House Foreign Affairs Committee approved a neutrality bill seen as likely to draw strong opposition in the Senate and from isolationists, risking U.S. entry into a European conflict.
